There are several good parks in Sugar Land. My wife goes and runs at the Oyster Creek park near our house, and while it may not be the prettiest park, it is full of people running, playing, exercising, doing yoga, and there are always several kids there.

I live in the Highlands subdivision in SL, and there are a ton of kids in my neighborhood.

There are TONS of good parks in South Katy, and yes they are heavily utilized. Yes, families are very friendly. However I prefer meeting other moms through the various mom's clubs around town...there are TONS of them. Multiple MOPS groups, Mom's Club, Moxie Moms, All Moms of Katy...the list goes on and on. Events of all types, groups of all sizes. Playdates a plenty

Also, West Memorial - if you are considering Memorial Parkway. The homes ARE older, and smaller, which means you have young families there.
