Find out who the management company of the apartments is - send a certified letter stating that you will be taking them to court unless the matter is handled (and that you have previously notified the manager of the property and the problem was not corrected).

Those people should not own that poor dog, but that's another issue.

Forgot to mention - send the certified letter to the management company and not the apartments itself.

You might also try calling the police. One of my neighbors did that, about another neighbor's barking dog. The police came out, spoke to the owner of the dog (without revealing who complained), and the owner brought her dog inside during the day. I only knew who called because the caller confessed to me, and I heard about the complaint because the dog owner complained to me.

Thank you again everyone!

My husband spoke to a new person at the management company, who was very taken aback to hear this hasn't been handled. In fact, he stated "it's against our resident rules to leave dogs on the patios all day". He is going to speak to the owner and tell her that the dog must be indoors the majority of the day. Judging by the attitude of the first woman we spoke to, I doubt this was ever communicated to the resident.

Thank you again. Don't know if this will work, but worth a short. We also printed the Beagle Rescue page and gave it to the manager should it be needed.
