There are lots of great apartments near TMC:

Vantage Med Center
Lincoln Medical Center
The Millennium Kirby
Modera Flats
Lattitude
Elan

Residences at Gramercy Apartments, One Hermann Place, The Southmore Apartments, and Hannover Rice Village/Southampton are nearby also

I go by there all the time. I feel bad for them but police need to disperse these beggars - this can't be legal can it...? There are no less than 30 of them working/living right there. There is trash EVERYWHERE.

In the 80's, Main to Stella Link was crackhead central, with dozens of dealers and their customers wreaking havoc.

Being homeless is not against the law. Some cities crack down with various regulations ions but Houston isnt one of them.
