I was thinking if they built a 4 lane highway starting at 290 and Hollister and it ran south crossed 10, westpark tollroad, and ended at 59 wouldnt that release some of the traffic on 610 by the galleria and also on 59 between 610 and westpark toll road?

It would be convenient but impractical. It's halfway between 610 & the Tollway, so most people just take one or the other. What I think would be handy would be a road like you suggest, but farther out. Much farther. Like where 99 should be.

Hey, why don't they just build 99?!?

it might lighten the load on 610, but then it might also displace hundreds if not thousands of families and businesses in the process.
