I would say Fall Creek, Summerwood and Eagle Springs depending on your price point.

I've always found the suburbs located out 59N are pretty easy. Humble and Kingwood offer pretty decent commute times and are nice in their own right. They have homes of varying sizes and price ranges so finding a home to suit your need shouldn't be too difficult

Everywhere around Houston has bad traffic IMO.
The worst as far as a parking-lot commute is probably 290 though (northwest/Cypress).

The closest suburb to downtown with really good schools is probably Memorial Villages. Maybe parts of Bellaire, I don't know. Outside of the Beltway, it's 77079. After that, it's more like self-contained little cities/areas that are outside of Houston -- Katy, Sugar Land, Kingwood, etc.

Bellaire isn't really considered a suburb, its actually very inside the city and very close to downtown but very expensive.

I'm quite happy with my little suburb, the Westbury/Meyerland/Maplewood area SW of the loop. It's about 15 minutes to Rice, 25 minutes to UH, 25 minutes to downtown. There are several non-freeway options, too. Traffic is really not an issue for me.
