The Woodlands isn't even incorporated as an independent city yet is it?

No, but it's a Census-designated place (CDP).

The Woodlands appears to be a more upscale suburb.

It's on par with Sugarland and parts of Katy. Mainly it's a nice middle class burb with no one living under the poverty level.

I don't think it's on par with Sugarland or Katy -- to me the woodland has more of a distinctive and upscale look. Sugar Land, Katy, Pearland - all look the same - new burbs with strip centers made to match and look appealing. The newness makes them all look like the same planned development and nothing older to give it any distinction from one another ... imo

Agreed, The Woodlands is more like Kingwood in that they incorporated the existing trees into the development compared with Katy in which the developers just plow everything over and start building tract homes and strip malls.

The Wooodlands is all Tract Homes, box stores, chain eateries and strip malls as well, just toothpick pines along the roads and around the strip malls. I didn't know pine trees made you upscale.

I agree. The Woodlands is not anymore upscale than Sugar Land or Katy. The latter two just happen to be more diverse.
