How do you have a misunderstanding about how much money is available for projects? I think there needs to be some discussion about this and research into some mismanagement of money. Something doesn't sound right.
It sounds more like poor communication. The city of Huntington had $130,000 in cdbg funds allocated for a skate park. The parks district in their budget showed $130,000 for a skate park but they were counting the funding from the city. The city then assumed it was a different $130,000 since it was listed in the parks budget and they didn't clarify this. You know what they say about assumptions!
Per this article, construction on phase 1 of the skate park will begin in the Spring of 2014. Hopefully more construction will follow at the river front!

It seems like this redevelopment project is going to be a lot bigger than it was originally eluded to be. My question is how will they better connect that area of the riverfront to downtown? Pedestrian bridges? Would that be enough?
There is still talk of doing a bridge from the second Pullman Garage over into the park. In addition, park plans call for widening existing flood wall openings and adding another opening at 8th street.

The aforementioned pedestrian bridge would be on the western side of the park whereas the area in question is on the eastern side (between what would be 13th and 14th streets; almost to WV Steel). Widening the floodwall is great for the entire park but it is still a few hundred yards east, almost out of site of the current docks. They really need to consider creating better connections to the far eastern side of the park. Possibly opening up the floodwall on 13th street (or creating a bridge) with proper signage leading to the area (on 3rd and 5th avenues).
If there is going to be commercial activity there, then it needs proper connectivity to make up for it's lack of visibility.
I was thinking that it would be cool if they redevelop that end of the park then they could make it like much scaled-down version of The Landing in Jacksonville, FL. Something like Pullman Square (minus the theatre) on the riverfront with temporary boat docking (i.e. boat parking). That would really put some life into the riverfront.
