Would I improve my chances if I were to have my WV teaching certificate first. I read that it is not a big deal on school's websites to attain it after employment, but I wonder...
I would believe that California and WV being reciprocal states, the certificate should not be too difficult to attain.
Being a male in an elementary "might" be an unofficial asset but that cannot be a criteria. It would not hurt to get everything together necessary and submit your application for certification. Patience will be very necessary. I just believe it is very hard for an our-of-county applicant to be hired prior to August due to the domino effect of people transferring from one school to another. If you have special ed endorsement, you have a better chance.
All I know is that if I try, my probability is greater than if I don't try. I tell this to my kids in class all the time, I'd better live by the same standards.
I'd say having your certificate first definately wouldn't hurt. It's definately worth a shot. If there is anything I can do to help you in the Huntington area, don't hesitate to ask.
