We live in Florida and our son is looking for a school further north for college. Aren't the rankings you posted just referring to undergraduate programs that don't also offer academic doctoral degrees? When we look at the comprehensive rankings for all undergrad engineering programs, the only one in the State of West Virginia found is at West Virginia University at #125.
Tuition in West Virginia is very reasonable compared with many other states.
