I have heard Huntsville is a part of TVA and electricity is very cheap. Is that correct.

Check out this website for water, electric, and natural gas rates -
http://www.hsvutil.org/rates/ . They seem very reasonable - but then I'm from Southern CA where electricity is outrageously expensive.

That figure is probably not out of line for top executives of comparably-sized companies, especially given the fact that compensation can't be partly in shares of stock.
