Keep eye on HHA

The Huntsville Housing Authority (HHA) has scheduled a board meeting for Dec. 15. The agenda includes "... Purchase Properties with Neighborhood Stabilization Program (NSP) Funds." This meeting follows a Dec. 3 article in The Huntsville Times regarding the "Fair Housing Center of Northern Alabama" threatening legal action as a "fair housing issue" if the HHA Board did not purchase the Drummond Road property.

Many neighborhood homeowners were relieved when the Drummond Road purchase was pulled from the November HHA board meeting agenda.
It now appears that HHA intends to approve the purchase of the Drummond Road property on Dec. 15, which will adversely affect neighborhood property values (whether HHA ultimately sells or retains ownership and rents it as Section 8 housing.)

This proposed HHA purchase on Drummond Road is grossly inconsistent with: "HUD's new neighborhood stabilizations program provides emergency assistance to ... acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities." (www.hud.gov/nsp) Remember, this foreclosed property is a $169,000 home in a nice middle class neighborhood that is neither blighted nor abandoned, as it was only on the market for 20 days before the HHA purchase.

We thus see HHA moving forward with an inappropriate NSP purchase motivated by threats and intimidation from the Fair Housing Center of North Alabama group in Birmingham. If the Drummond Road purchase is completed by HHA, I suggest HUD initiate an investigation themselves regarding HHA mismanagement of these NSP funds.

macwell - I find it funny (in a bad way) that the Fair Housing Center, funded by HUD, could sue the HHA, funded by HUD. HUD would be suing itself, but they don't care because it's not their money. We already know who would lose the case: South Huntsville...

City Journal published the article 'Housing as Busing' which describes the Westchester precedent referred to in the Huntsville Times.

So what happened at the meeting? Where is this issue now? We are looking at buying a house in Grand Lake and are concerned about this whole crazy mess. Any new developments?

It is a crazy mess indeed. Many people spoke at the Jan. 11th meeting, including Mike Ball, Mo Brooks, Paul Sanford and Mayor Battle. Mike Ball proposed a Bill to limit the powers of the HHA and provide more transparency but I understand he has now had to minimize his Bill to include only Huntsville and not the entire State of AL. Paul Sanford wanted to implement legislation for the City Council to appoint the HHA members instead of the only the Mayor doing the appointing. He thought that this would also provide more transparency. I understand, however, that this legislation is on hold. That's all I know at this point. If you Google the South Huntsville Civic Association, more information can be found.

The seven homes are located on Ashland Drive, Avondale Drive, Baywood Drive, Birchfield Street, Broadmore Road, Grizzard Road and Mountain Creek. Four are in northwest Huntsville, two in southwest Huntsville and one to the far west just north of Madison.

The authority is also looking to purchase five more homes still occupied by hurricane evacuees west of the city limits. Those are located at Old Railroad Bed Road, Danforth Drive, Pine Grove Road, Dartmouth Drive and Pinckney Road.

The homes in unincorporated portions of Madison County can not be purchased with Neighborhood Stabilization Program dollars, and Lundy said the authority has not yet decided how to pay for those.The homes within the city will be purchased with federal grants under the Neighborhood Stabilization Program. After closing, the authority will have purchased 16 homes around the city under that program, including a controversial purchase on Drummond Road in south Huntsville.
