Why have two gates at the same I-565 exit though? I guess I just don't see how that will relieve anything.

I assume they'll relocate the existing Gate 9 further down the road, close to the Toftoy intersection. They would remove the existing Gate 9 and build a new one, plus build a new gate on Goss Road (the one labeled as "new gate" on the picture).
