Does anyone know if there are any noise ordinances in Bonneville County/Ammon for residential construction noise? Just wondering if Sunday before 9 am and weekdays before 7 am is acceptable?

5-2-24 PUBLIC DISTURBANCENOISE PROHIBITED: Between the hours of eleven o’clock (11:00) P.M. and seven o’clock (7:00) A.M., it shall be unlawful for any person, or business to make,cause, or allow loud of offensive noise by means of voice, musical instrument, horn,radio, loudspeaker, automobile, machinery, other sound amplifying equipment, orany other means which disturbs the peace, quiet and comfort of any reasonableperson of normal sensitiveness residing in the area. Loud or offensive noise isthat which is plainly audible within any place of residence or business otherthan the source of the sound or upon a public right of way or street at adistance of one hundred feet (100’) or more from the source of the sound. Anynoise in excess of 75 Dba shall be deemed in violation of this chapter andshall be deemed an infraction.
The followingsounds are exempted from the provisions of this section:

Sounds caused by any emergency vehicle or personnel when responding to anemergency call or acting in time of emergency.

(B)Sounds caused by activities upon any municipal, school, religious, or publiclyowned property provided that such activities have been authorized by the ownerof such property or facility or its agent.

(C)Sounds caused by locomotives or other railroad equipment.

(D)Sounds caused by burglar alarms that are not in violation of this code.

(E)Sounds caused by safety warning devices required by law.

Does the city of Idaho Falls have noise ordinances for residential Construction noise? Construction next to us (pouring concrete) started at 6:00 am!

That Ammon noise ordinance could come in handy in turning in some of the noisy jerks that fire off ILLEGAL fireworks for three or four weeks around July 4th!!

I think this is the extent in city limits - time is not a factor, just noise level.

5-4-8 DISTURBING THE PEACE.
Any person who disturbs the peace and quiet of another or of any neighborhood, family,
congregation or other assembly by causing loud, repetitive or high pitched noises, flashing lights,
vibration or by using, operating or controlling sound amplification or reproduction equipment
that emits sound that is plainly audible at a distance of fifty feet (50’) or more from its source or
by engaging in or causing any other annoying or unusual activity, is guilty of an infraction.

It sometimes depend on what is making the noise.

Pouring cement, for example, is often done early in the morning because that's when it's still cool but there's enough daylight to see well. Concrete needs some time to be leveled and smoothed, and it's always a race against time to get that work done before the concrete begins to set up. If the concrete is poured when it's hot, it could set up too fast to get the work done properly.

Doing line work in alleys is similar. There are a lot of jobs that make noise that are best done early or late in the day, after the peak hours have passed or before they begin.

It's always a nuisance, but most often only a brief one. Noice disturbance is a part of city life. Today, it's the neighbor doing the disturbing. Tomorrow, it may be you disturbing the neighbor. Day after tomorrow, the city may be making a neighborhood noisy. That's how it goes.
