Sounds like you need to look into the south. I'm quite convinced this is a nonstarter here in the state of Idaho. You'd have to operate entirely on private land, meaning you'd need a few acres at least. Then you'd need to get your permitting in order, have the requisite scoping and public process done, on top of the facilities you'd need to build just to operate.
Here's something to use as a basis for comparison. Research motocross tracks. Call up some of the clubs and tracks, and ask them their experiences in operating a motorized use park. The opposition and hurdles they run into. The lack of participation, even for a fairly popular sport. Pleasant Valley MX park just closed due to inability to make the numbers work. People here won't pay to use a facility more than once every few years, when they can go play on public land (granted, they wouldn't be able to mud bog, but still).
