I have this "thing" where if I get the job Im looking for in Boise area, I want to rent or own a place where they deliver mail to a mail box on the house and not at the edge of the street. How does the Post Office decide if they will bring it to a box on the house or if the subdivision has to have mailboxes on the edge of the property??

Not sure about the Boise area, over here in SE Idaho most of the new subdivisions are having box junction if you will. One large set of boxes usually set on a corner and you need to fetch you mail from there.

I'm in a section that was considered rural so we've still got the rural box or could opt to have one at the Post Office and pick it up ourselves, for a fee of course.
