This is yet another tax-funded program being exploited by illegals.

Quote:
The program was launched as part of the war on poverty in the 1960s to support students disadvantaged by their mobility and interrupted schooling. It provides a range of services to those ages 3 to 21, from in-home tutoring to summer school to free lunches to health care assistance, as well as advice sessions for parents.

The mission remains unchanged today, though modern agriculture has largely eliminated the need for families to crisscross the country following planting and harvests.

Early participants were mostly poor black and white families; today, 98 percent are Latino.

Congress appropriated about $395 million for the program in 2009 -- with $135 million going to California -- up from $386.5 million in 2007.

"California has the largest migrant student population in the nation, according to the Department of Education, but the number of eligible children has dropped by a third since 2003 because of population changes and stricter eligibility enforcement. In rapidly developing East Contra Costa County, participation is down by more than half.

For all the debate over immigration policy, this relatively small program, which is up for reauthorization next year, has garnered consistent bipartisan support.

Until it has dropped to zero "participation" (another word for fraud) it's going to be in the tax payer spot light.

This reminds me of all the pro-illegal banter about how illegal immigration is down. Well, it's down but still a huge problem. Down is not good enough. Stopped? Ok

Migrant programs are now just another welfare program easily accesses by illegals moving here. They no longer have to move from place to place in the USA to work - "migrant" now means anyone who moved once from Mexico or Central America.

True. Migrant is just one of many euphemisms used by the pro-illegals to avoid acknowledging the illegal status of these criminal invaders. All such programs should be stopped. As long as illegals can fleece U.S. taxpayers, they will remain in this country. Stop the freebies, and they will leave in record time.

A friend of mine was banned from a pro-illegal forum just because he called them on their constant use of the word "immigrants" when referring to illegal aliens. For honesty's sake they should at least describe what kind of so-called immigrant they are by using the word illegal in front of it or their stupid PC language of "undocumented". Just using the word migrant or immigrant is blatantly dishonest.

I agree, if they keep using the word "migrant" or "immigrant" then "migrant", etc. will be viewed the same as "alien". They blame the tax payers for demagoguery when they themselves perpetuate it by this constant shuffling of a proper term to describe the people and crimes being committed against our Nation.

Banning people isn't exactly rallying much support now is it?

What they are seeking to do is to silence the opposition. They know their dreams of an amnesty/CIR are becoming less possible as the voice of the majority are drowning them out. They are running scared with the November elections not looking good for them and Obama's popularity shrinking more and more everyday.

I love this attitude. A local moonbat pol was pushing to refurb a high school football stadium. What recession? He was quoted as saying: "For each resident it's only a cup of coffee."

These cups of coffee add up. How many cups of coffee are we going to be forced to pay for other people going forward?

The program is unusual in that it funds states based on the number of eligible children it identifies, as opposed to the number it serves, which some academic experts say may provide incentives for officials to recruit as many children as possible.

The Department of Education enacted new regulations in 2008 to clarify definitions in the law, but according to a recent self-audit, California recruiters continue to have problems ensuring that families moved to obtain work in agriculture and not for other reasons.

Quote:
One woman interviewed for this story admitted that the primary reason her family returns to Mexico for a month each year is to remain eligible for the program,
which she sees as essential to helping her children achieve a better life
Oh, you poor thing, you have to commit fraud just to keep a tight suction on a Government program....

You notice, not a word of fraud or law violations are mentioned.
