im confused. Your link leads me to Latinos lag in college; stalled immigration plan blamed | Houston & Texas News | Chron.com - Houston Chronicle

and I cant find anywhere in which it states that Dream Act immigration to blame for latinos lagging in college.

Where can I find that article?

Since dream act is just another form of amnesty...but they are lagging in general a real lag on society.
