I'm guessing that a. the other countries don't offer asylees near the same benefits as the USA does and b. they actually still want to be close to their homeland.

They are a cartel family. In their own words, they fear their government. They fear their government because of it's war on the cartels. Check out the killer Miguel Angel Reyes Salazar. What got him arrested - he was a hitmen for Escajeda aka El Rikin. They were working for the Juarez Cartel. All of the Juarez Valley was part of that. The problem for them is the new cartel in town wants them out so they are leaving - all heading to the USA, all frightened because the new cartel (Chapo's) wants them gone.

In the case of the Reyes Salazar family, they hate the USA. They hate the Mexican government because they believe it took the side of the other cartel and isn't protecting them.
