Through a combination of high immigration rates and differential fertility, communities along the U.S.-Mexico border have become overwhelmingly Hispanic. El Paso, Texas, located across the border from Ciudad Juárez, forms part of the world’s largest urban center on a land border. El Paso ranks among the bottom 10 large U.S. metropolitan areas with the smallest proportion of college-educated adults, causing concerns among policy makers regarding its prospects for economic development. Local discourse suggests that low educational levels result from the out-migration of educated groups that find higher wages or better jobs elsewhere.

Well, as President Bush TRIED to explain to ALL of us, these folks are "arrivin' here to do the jobs AMERICANS won't do".....what he DIDN'T explain, is that maybe SOME of these jobs aren't being done by Americans, because "the Americans are LEAVIN' "....maybe he'll address that in a later news conference.

Regardless of their plans after graduation, students agreed that to be successful in El Paso-Juárez and to carry out everyday activities they needed to be bilingual. There was less agreement in terms of the need to be bilingual in order to be accepted in the community. In a recent local newspaper article, two prominent African Americans were quoted as saying that in El Paso, African Americans are excluded from jobs because they are not bilingual. How general this sentiment is has not been investigated, but the match with these answers is close (El Paso Times, 2005a, 2005b).

If you were conducting buisness in Juarez it would be understandable you would need tp know how to speak spanish. Many people don't speak English in El Paso because the majority are illegal. Why accommodate law breakers.
