What would you like for an immigration policy for USA? (green card, visas)

...This is just a general idea of what I think we should do. There could be exceptions to the rules, but not many.

I'm not asking for methods or devices used to achieve border control. I'm asking should it be secure and what restrictions would you place on immigration.
So anyone that wants to live here should be allowed to do so?
Could they just come and go whenever they please? If they want to rent an apartment every four years so they can vote in presidential elections, that's ok with you?

One of the methods or devices used around here when it comes to talk of immigration control is the "Straw Man"...
Get rid of H1-Bs and bring in a points system with a strict limit on how many visas can be handed out per year....far less than what we currently hand out.
Get rid of most family-based immigration aside from spouses and minor children of US citizens and green card holders.
Tighten the rules and lengthen the time necessary to convert any work visa into a green card.
Require proficiency in English.
Much tighter scrutiny on fiance(e) visas, these are rife with fraud...get rid of waivers while we're at it.
Only the best and the brightest should be let in and in very small numbers.
