The majority of visitors who are tracked depart on time, but others overstay -- and since Sept. 11, 2001, the question has arisen as to whether overstay issues might have an impact on domestic security, according to Fox News Channel.

If this is the time they want to reform the immigration system, why not look at the nuts & bolts instead of hastily legalizing as many people as they can?

This is exactly the point I've been trying to make. We can't have national security as long as the visa system is flawed. They're ignoring the fact that almost half of illegal aliens are visa overstays. How on earth can they pass CIR without first correcting this monumental problem? Clearly, they aren't serious about stopping illegal immigration. Otherwise, this would be on their priority list along with border control.
