Of course federal and state, however I would also support citizen patrols enforcing the laws to a degree. I'm particularly talking about a citizen's arrest.

What ever law enforcement person comes in contact with the illegal alien first should arrest them.

It should be the local cops, and ICE depending on where

If it is high crime area, than let ICE do

Everywhere else the cops are doing nothing most of the day so let them chase down

If local, state and federal agencies can't work together to control the current illegal immigration issue facing this nation then it's time to make some changes.

That's who should enforce the laws, the voters.
