Now I am not an attorney, but this law looks like it authorizes civilians to go after drug smugglers. It authorizes payment for civilian-seized drugs, but I am sure that Customs will not pay these rewards because the law says "may pay." However, it would have to immunize such vigilantes from prosecution since it authorizes rewards for such seizures.
It has been interpreted as stating that Customs may pay 25% of the street value of drugs seized and turned over to Customs up to a maximum of $250,000.

-STATUTE-
(a) In general
If -
(1) any person who is not an employee or officer of the United
States -
(A) detects and seizes any vessel, vehicle, aircraft,
merchandise, or baggage subject to seizure and forfeiture under
the customs laws or the navigation laws and reports such
detection and seizure to a customs officer, or
(B) furnishes to a United States attorney, the Secretary of
the Treasury, or any customs officer original information
concerning -
(i) any fraud upon the customs revenue, or
(ii) any violation of the customs laws or the navigation
laws which is being, or has been, perpetrated or contemplated
by any other person; and
(2) such detection and seizure or such information leads to a
recovery of -
(A) any duties withheld, or
(B) any fine, penalty, or forfeiture of property incurred;
the Secretary may award and pay such person an amount that does not exceed 25 percent of the net amount so recovered.
(b) Forfeited property not sold
If -
(1) any vessel, vehicle, aircraft, merchandise, or baggage is
forfeited to the United States and is thereafter, in lieu of sale
-
(A) destroyed under the customs or navigation laws, or
(B) delivered to any governmental agency for official use,
and
(2) any person would be eligible to receive an award under
subsection (a) of this section but for the lack of sale of such
forfeited property,
the Secretary may award and pay such person an amount that does not
exceed 25 percent of the appraised value of such forfeited
property.
(c) Dollar limitation
The amount awarded and paid to any person under this section may
not exceed $250,000 for any case.
(d) Source of payment
Unless otherwise provided by law, any amount paid under this
section shall be paid out of appropriations available for the
collection of the customs revenue.

It's 25% of any fines or duties recovered (hard to do with drugs), and up to 25% of proceeds of sales of seized vehicles (or 25% of the appraised value if not sod).
Nothing in the act authorizes 'vigilante' action or engaging drug smugglers. It would cover telling agents where drugs are, or perhaps taking the drugs to them or to a secure location - but it does't authorize or condone engagements or recovering the drugs by force.
If you go out in the desert and seize drugs you won't get 25% of the drug value - but might get 25% of the value of any vehicles used.
The Feds now authorize vigilante action at the border? Sounds pretty messy to me. I'd be a lot more impressed (and relieved) if the Feds would get busy and perfrom some FEDERAL action at the border, (like they swore an oath to do), and then the vigilantes might lose interest and go home in embarrassment. That sounds like a LOT better option to me...but then, I suppose the ability to experience 'shame' is not a requirement for high Federal office....(sigh).
Next, I suppose my doctor will inform me that I now have the option of operating on myself....since he's no longer interested in doing the job...
