They're two separate issues. The bail is set locally, the ICE hold is a federal issue.

The ICE hold will prevent him from being released. This is very common actually. Which is unfortunate, because it says something not only about the number of illegals here, but their character as well.

But I definitely see your point. I'm sure at some point or another there has been a jail that's screwed up and released someone on bail even though he was on an ICE hold.
