WASHINGTON (AP) - A key U.S. senator says Homeland Security Secretary Michael Chertoff has some explaining to do.

Senator Joe Lieberman chairs the Senate Homeland and Governmental Affairs Committee. The Connecticut independent wants Chertoff to explain why he ordered environmental studies on a planned border fence in Texas, but bypassed such a study in Arizona.
