Too expensive...and only a portion are criminal. A more interesting suggestion may be to export our non-performing students to Mexico with a stipend that supports a reasonable living standard. That would save us money, provide a new industry to Mexico and allow the Mexicans to handle the question of uneducated criminals.

We could of course allow these folk back into the US as guest workers. There English will be at least adequate.
