Why the hell should my wife and many others do things the right way, spend all the fees, wait, wait and wait as the USCIS conducts background tests, checks criminal records, do blood work, check medical history, have interviews, and more when these thieves are illegally coming in and might now be able to jump in line and get ahead of all the ones doing it right?
BTW, they have a lottery so some "poor" can get in. My wife was poor, she got in! There are legal methods. People from other country's DO NOT have the right to come here so from tourist visa's to immigration there is, and has been for years, a strict method of vetting as there should be!

But there is the Pacific Ocean and the Caribbean (Atlantic). If they are from assorted places in the Caribbean (like Hispaniola), well, they needed a way to cross the Caribbean to get to Colombia, Huh? And are they coming from mainland Colombia or the islands of San Andres and Provodenci?
"Poor people" can enter the US on a B1/B2 visa - visting for business or pleasure. Granted, poor people may not be visiting for 'business' but they can definitely enter to visit.
But if you mean that people who will likely become public charges are generally not approved for citizenship, then you are correct, although I guess they are going to ease up on that requirement, too.
But, as it should be, if you are poor and from a poorer country, you probably won't be approved for a tourist/business visa. As they need proof, shown at interview, of having ties to their country and a reason for returning. The more of these the better; House, car, steady and proven job or even better - paperwork showing you have your own business, bank account with money in it, kids, and any other possible ways "proving" they will only stay their permitted time.
But then again, define poor. One could have inherited his home, drive a beater, own a stand selling street food and sodas or has a taxi, a couple kids and have a bank account with several grand in it (a lot for there). Of course someone like that would be doing alright in many of those country's!
And they'll need cash/credit card upon entry proving they can cover their way. They require this in a lot of other country's as well, typically 500 bucks!
An attractive female will probably go through more thorough of an investigation!
If they show up with a "Gringo" to the interview they probably won't be approved.
People in richer, first world country's usually don't have to go through this as they typically get a waiver, like we do upon entering other country's!
And a business visa is not a work visa as many think. A business allows one to visit under business (such as buying goods, go to a meeting/convention for your job and other similar reasons). I know of a couple who were brought in on a tourist/business visa who were deported because the were working on a boat.
