The voter registration application requires an “affirmation” of U.S. citizenship under penalty of perjury. There is no provision for “pending” citizenship; you must be a citizen
on the date of registration.
Voter fraud is a serious crime. It is a felony punishable with a 5-year prison sentence. You (or your friend) will not be a U.S. citizen until
after the registration deadline. Therefore, you will not be “legally” eligible to vote in the upcoming election. You can verify this with any State Board of Elections.
