Oh that's rich! Learning a different language, how outrageous!!!
It is outrageous. He said your kids NEED to learn SPANISH.
He is telling everyone that kids need to learn one specific language that is not English. That is what is wrong with what he said. Many people take that as a threat.
However, if he had made a statement to the effect that while English is the language of our nation- I think it would be good for people to learn another language-any one-not specifically Spanish-I think his words would have been received much better.
