If there was indeed a marriage, the judge or priest participating should also be arrested since this involved a sale of a young girl. I doubt that there was marriage. If a white hillbilly or black ghetto father traded a daughter for beer, it would be called what it was.
California allows for marriage of girls younger than 18 with parents' consent but was that actually done? California doesn't have common law, so to me it looks like the news media is claiming there was a wedding when there wasn't one at all. Political correctness to the max.
