A couple of things going on here. He is disproving the rants that he is targeting Latinos AND about to prove a point because he knows Illegals won't go through the process to obtain a license.
There won't be a lot of other support for it either by the community awash with them.
I'm sure someone will push the point that the licenses don't look exactly like a Cal DL.
