This is true; I don't know the speciics, either, but I know there's such a law. The problem is, it takes a lot of 'faith', because in order to qualify, a person must come out and openly declare his illegal status....then wait possibly for years for the 'payoff'.....during which waiting period, he COULD be suddenly deported with little or no recourse.
How many people this affects, I couldn't say. If you say they're "now in the early 90's", that means a HUGE number of illegals aren't even eligible, having arrived AFTER that time.
Don't know much else about it, though...
