So was the CNN crawl this morning, which stated 'Arizona enacts tough immigration law.'

The key word, of course, being 'immigration'. Totally misleading.

Not misleading at all. As far as head count there are a couple more beat Cops than Chiefs. A Chief is more of a Politician at that point in their career. Regardless, this new legislation is a thing of beauty.
