What problems>???

Inamte to guard ratio?

Gang activity within the prison structure?

Funding or lack of funding for hard criminals?

Lack of programs to rehabilitate?

The list could go on for a while.
But maybe the above would be a nice starting point for your question.

I strongly suggest you go to Newberry Library in Chicago and research Illinois prisons. When you do your own work you will have a much better understanding of the problem.

I urge you to spend as much time at the library as needed. The penal system is a complex problem.
