Apparently you did not see what I did. I personally do not care. If the mayor cleaned the schools up, good for him. It is long over due.

Have you looked into Princeton? It's central to the Quad Cities (1 hr west), Peoria (1 hr south), the Wisconsin border (1.5 hr north), and is less than a 2 hr train ride into the the Chicago loop. Your husband would appreciate that it's right on I-80 for quick access, the homes are well-kept, and there's a strong support for the arts and local businesses (read: somewhat crunchy). Good schools, great sense of community, nice downtown in addition to a business district near the train station, very walkable, and very clean. Go visit - you'll be surprised how Rockwellian it can feel.

Oh, and for $250,000, you'll find a beautiful home in town. Heck, look what you can get for $160,000.

If nobody else has mentioned it you might look at Mendota. Easy access to I39 also Amtrack service. There are houses in your price range. It also has a small hospital. Most of the schools in small Illinois towns are pretty good. That's not to say that large towns don't but small towns tend to keep teachers and staff longer and they feel an attachment. Check with //www.city-data.com/ for information on any town in the country.
