I'd like some input on living in southern Illinois. We have a 2 year old and a dog so somewhere that's kid and pet friendly. And safe.
What parts of southern Illinois is a good place for raising families that's safe?
What areas of southern Illinois should we stay away from?

The Marion area is not too bad, one of the better areas of southern Illinois. Also, look southeast of STL, Columbia might be worth a look in more rural Monroe county.

Southern Illinois, for the vast part, is poor. Coal is mined, gas is pumped. they are talking about getting ready to frack oil. If you are going to live southern the closest best hopitals are in St Louis at children's hospital, and Barnes-Jewish - constantly ranked as a Top 25 Hopital in America. Children's Hospital of Illinois at Peoria is a Gold Award hospital, too. Peoria is the next closest children's hospital to Southern Illinois. It is midway between the children's hospitals in St. Louis and in Chicago. .

What's drawing you to the area? SIU? I see your current location is Japan..... Are you seeking employment?

The only part of Southern Illinois I'd ever recommend anybody to live in would be one of the suburbs St. Louis, just east of the river. Everything else is basically like the deep south; conservative values, farmland, and pure country.

I would look into Effingham or Marion. They seem to be cities on the rise in southern Illinois.

Just because a few people like Southern Illinois or anywhere else does not mean you will adapt to the area well.
Only you can determine that after you arrive and live there for a while.
As far as being safe, no one is really safe anywhere, crime can happen in the best and worst neighborhoods and everywhere in between.
