That seems closer to accurate, given the fact that Pennsylvania is much slower growing state overall with a much higher median age of the population than Illinois.

The census always undercounts. In the 2010 census there were 16 m
illion people missed. including 570000 omissions in Illinois
Illinois still very likely lost population compared to the 2010 census when factoring in both undercounts.
