I am planning on moving from the Bay Area with my kids to Hamilton County. The COL in the Bay Area is ridiculous and I have heard that Indiana is a safe and stable place to raise kids. Our family is mixed, my kids are 1/2 Central American. What is the Latino experience like here? I am familiar with the demographics, but was wondering if anyone can share their personal experience?

It should be fine. I'm half black and white and went to Carmel High School with no problems, but I guess northern Hamilton County could be different since it isn't suburban like the southern half. I would assume that Fishers is probably the same way.

The Indianapolis area has a rapidly growing Latino population, although many of its members are in the city proper. I didn't go to school in Hamilton county, but wouldn't be too concerned about your children not having a pleasant experience. Sure, there maybe some people who have biases, but they'll probably manifest in not befriending your children as opposed to more outwards signs of prejudice.

Besides the high COL in the SFBA, the state of California is in shambles right now. Indiana is actually one of the more well-managed states. I'd strongly recommend relocating here if possible (you can sell your house if you own one, find employment, etc.)
