At some point I'll have to research futher myself as I wonder if this was, in effect, a loan that CIB will eventually have to pay back to the city. A long-term lease with the Pacers still has to be worked out, and the results of the ongoing NBA lockout/collective bargaining agreement will go a long way toward determining the viability of the Pacers in this market.

I would take some issue, however, with your contention that this example means the city's priorities are "out of whack." The city is caught between a rock and a hard place on this one. Obviously, no one wants to give the Pacers any more subsidy than necessary. But when the alternative is to risk the Pacers leaving, thus sticking the city with debt servicing payments on a facility for which there's no tenant (i.e. incoming revenue), what do you do?

In the end, if the Pacers are going to want a virtually rent-free deal similar to what the Colts got with Lucas Oil Stadium, then I think the CIB should take back the management of the facility and the ability to schedule events. IMO, Conseco is underutilized, and I want to know why. Has Pacers Entertainment done a lousy job in scheduling performances there? Maybe, maybe not.

Dude, seriously, relax. Indy is far from the only city dealing with these kinds of issues.

My main complaint is that Ballard was AWOL/extremely late to the party in dealing with CIB's problems.

I already knew this, but the Central Branch is downtown and is the state's largest and nicest library. IMO it should have the longest hours of any library in Indiana.

It should serve its community in the best capacity it is able. It should not be open 24/7 for the sake of showing up the rest of the state.

Sounds like Tim needs to move to a city that doesn't have public tax dollar issue so outside of the US maybe is the only place I can think of.

Tax money for a sports stadium; not unheard of and actually quite common these days. Onlly stadium I can think of that was 100% owner built is Gillette Stadium.

The CIB is asking for money; ok, you either give it to them or you don't; odds are going to a city with an NBA franchise to a city without one will be more hurtful economically than just helping out so the Pacers can stay.

The Central library having weird hours, I can see as an issue, but for the most part, residents will goto their local library unless they just happen to be downtown.

Crying over one type of funding vs. another with regards to how the city is perceived is moot as EVERY us city faces the same dilemma year after year esp. when it comes to school funding. In Indiana, the bulk comes from Property Tax; a tax the citizens of Indiana voted to cap at 1%. Indianapolis is no different than any other municipality in that regard. The positives to look at is the ample amount of construction still going on; we are in a state that's not flat broke like Illinois or California and there is an abundance of activities to do here.
