That only means it's not big in terms of Chicago, Detroit, etc.

The ONLY reason indy doesn't have a high cost of living is because of its relative small size.
You keep boasting indy up as something bigger than it is. The fact of the matter is Indianapolis is not a "destination city" when it come to travel and trying to move. We are a mid sized city nothing more nothing less.

That doesn't mean we don't have room to grow, The problems our city face today are the problems we need to have if we are ever going to achieve major metropolitan region status.

Not true. I could easily find smaller metros with a higher cost of living. In terms of real estate, the availability of cheap land upon which to build and a road network that makes for easy commuting keeps prices reasonable.

I bet any smaller metro you refer will be in a prime location and highly sought after destination.
Just look at our downtown, you drive 5 minutes away from the circle and all you see are small one story buildings with little to no traffic. (9th. st& illinois is a perfect example) If your city is highly desirable, and there's alot of competition for space the land is not going to be cheap no matter the size.
We don't have the urban population to fill ALL (keyword ALL)our downtown with store front property, condos and apartments, we just don't have the population for those things.

Then why are we the fastest growing region in the midwest with people moving here from California/Chicago/New York etc etc.
Obiviously were doing something right if those people are moving here.

The reason the cost of housing and land is low is because you have plenty of space that can be developed. New England for example, which is very expensive has little usable land because of the hills and mountains in the region as well as the bedrock that sits at the surface of the earth. Indiana does not have a layer of granite, sandstone or some other bedrock that has to be destroyed to develop housing and industry. And zoning of course is probably more stringent in New England than in most of Indiana and that also contributes to the lower cost to develop a property in central Indiana. And lastly, environmental issues also come into play. Protected wetlands, forests etc. in New England further reduces the amount of available land to develop which in turn leads to a higher cost to build. You probably don't have too many issues with this in central Indiana.

I'm not denying that but we still aren't at the level Chicago, LA, New York are, not even close.
