Judging from the appearance and condition of the strip mall, I'd be very surprised if it's very good of a part of town. But it's really impossible to say. Do you have an address?

That is East Washington Street around Franklin. Far east side. Not a rough part of town, not the most glamorous.

It is the same as most of the donut area surrounding the east, west and southern parts of Indy close to I465. If you travel south or west you will see similar buildings and businesses.

Some pockets of older well maintained housing but variable.

This CEC was a Showbiz Pizza in the 80s, which was a predecessor chain to CEC. The two were always the same company though. Big Lots and Odd Lots were a similar arrangement, as were Jo-Ann Fabrics, House of Fabrics, The Cloth World, and Sofro Fabrics.

Did Indianapolis ever have Value City department stores? If so, were any in old Ayr-Way or Target buildings? And are there Christmas Tree Shops stores in Indianapolis today? They are owned by Bed Bath & Beyond but are a lot like Value City, which went out of business about five years back.

There is a "Christmas Tree Shops" in Greenwood.

Was Montgomery Ward/Wards (once a smaller rival of Sears, based in Chicago as is/was Sears) in Indianapolis anywhere? They went out of business in 2000. I know they had a small store in Gary Indiana (yes in the Chicago metropolis and the home of the Jacksons) but if they were in Indianapolis I am picturing them with a big bright mall store or two.
