Dallas County has slightly more than double the population of Marion County, and anchors a much larger metro area. Would both really be necessary for metro Indianapolis? I have a hard time believing it would.

Not on the same scale. But even with improved mass transit here, some freeway interchanges would have to be improved and lanes would need to be added in certain areas.

There is a difference between measured and sensible modifications to our interstates and the giant elevated exits that are prevalent in the Dallas area.
