Anderson looks depressed, and restaurants come and go.

Sundown, if you could give us a price range and how important it is to be near a college, we'll be better able to help. I can't think of any nice areas near colleges except for downtown.

Bloomington. I think he/she wants a college town vibe. A vibrant college town, not Muncie.

The area of Muncie that's near Ball State is just as vibrant as the area of Bloomington that's near IU. Downtown Muncie has quite a few new restaraunts and bars and nice 6 story Mariott Hotel.

Muncie is not a town that is dried up and blowing away.

Don't send the guy to Muncie! There are cool neighborhoods that have smaller, affordable homes near Butler as well as near the UIndy campus in Indpls. The Red Line BRT will be running up and down Shelby Street with service every 10 minutes. The Red Line connects UIndy to Garfield Park, Fountain Square, Fletcher Place, downtown and - if you want - up to Broad Ripple. There are plenty of small / medium sized homes in several of those neighborhoods that would likely fit his desired home style.
