I lived in the Indy area the first 48 years of my life, then moved to Chicago (Naperville actually), and have moved several more times since then. Indy will always be "home," and I visit frequently.
I've lived on the southside of Indianapolis, Greenwood, New Whiteland, Plainfield, Carmel, Noblesville, and Westfield.
You mentioned enjoying concerts, so I'll mention that the main concert venue in the Indy area is in Noblesville. It was called Deer Creek for many years, then went through various corporate names. It might be the Klipsch Center now.
I would definitely suggest the north and west sides of Indy, especially Carmel and Plainfield. Others have mentioned that Carmel may be more expensive than what you are looking for, but I do know of neighborhoods in that price range. And property taxes in Carmel were relatively low when I lived there (of course that may have changed.) There is a very nice theatre with plays, musicals, etc in Carmel, great walking and biking trails, parks (Plainfield on the west side also has a great parks system).
I enjoyed the Indy area very much, and with you coming from Chicago, even the Indy winters won't seem bad!!

You might like Greenfield. It's the county seat and more like it's own stand-alone little town instead of a suburb of Indianapolis. It's about the same distance as Carmel from Downtoen Indianapolis. Greenfield is about 25 miles east of Downtown Indianapolis on I-70 or HWY 40 and about 18 miles east of I-465 on I-70 or HWY 40. It's part of Indianapolis metro but it's still a drive thru the country to get there. Housing is cheaper in Greenfield compared to the Northern suburbs of Indianapolis, there's less congestion, slower pace, lower taxes, mostly nice friendly genuine people with far less suburbanite snootiness that is prevalent in the suburbs.

I found this video on YouTube of the drive from Greenfield to Indianapolis to give you some idea of what it looks like and what you'd be dealing with traffic wise. One link is via HWY 40, and the other is via I-70.

Brownsburg - Nice suburb, few miles from best park (Eagle Creek). 30 min from downtown.
