I'm moving to Indianapolis and was looking at apartments between Vermont and north on N Delaware st, and was wondering if this is a safe area.

That is downtown. You should be fine.

It might be fine. But check the buildings. I cannot figure out which one the apartment might be. I worked about a couple of blocks from there and walked to work from a little farther north. Note: The Wheeler Mission (homeless shelter agency) is on Delaware about 3-4 blocks south of North street which runs east and west. They are across from a big office tower. As a woman while I never had problems with the men hanging around the doors, I never felt comfortable walking thru the throngs. But I had more issues with the panhandlers farther north. And my uncomfortableness was only at that one corner.

The whole area has improved over the years.
