Your OP never explained WHY you were trying to ping ebay. That's what he was asking. Knowing why you're doing something helps people to help you.

You got your answer. If you just don't understand it, then say so - in a nicer way - and you might get a more thorough technical explanation.

So is ftp, Firefox, Thunderbird, Outlook, any IM client, gopher, finger, telnet, ssh, snmpwalk, etc... Actually, every network based application is "used to send packets of information to remote computers for the purpose of retrieving information." That's kind of the point of a network...

Run the ping test here http://pingtest.net/if speeds are stable, it's not your connection or ISP, but the other end.
