So I am having some problems with my cable connection.

Doing a ping test on various sites comes up with different results.

Google of course is speedy at about 15ms time to live (TTL).

Same with Youtube, very speedy about 25 ms TTL.

But then I go to Ebay and end up getting a Time-out message....what the hell, I can pull up Ebay fine, what to make of this??????

It doesn't mean anything. A lot of hosts on the internet are configured to NOT respond to echo requests.

They're blocking pings...

BTW, the TTL doesn't have anything to do with the speed, it's the Time To Live, or how many hops a packet can make before it gets dropped. In the above examples, it's 57, which basically means that if it goes through more than 57 devices (routers) before it reaches its destination, it'll get dropped and an error will be returned. This is useful in situations where you have a routing loop.

You can't have a "poor ping time" to reference because they don't allow pinging, you won't get a reply. It's meant to be that way.

Why are you pinging random servers anyway? Are you trying to diagnose a problem?

Many sites allow pings, not all block them.

I'm an aspiring net admin, I know what a ping is for. I'm asking you, specifically, in your situation, what are YOU pinging them for? What are YOU trying to diagnose?

You didn't say that you were getting replies from a site, then it started timing out. You said that you were getting replies from google and youtube, but not ebay, which is in line with what the rest of us are seeing, and is indicative of ebay dropping icmp echo requests.

Uh..........try reading the start of the thread.
