We have multiple facilities that have the same network set up. Most have DSL connections, netgear VPN router, few computers and printers. We image all workstations so they all have the same settings and policies.
Netgear router connects to our VPN so we can remote deskstop for troubleshooting.
We have a facility where the workstations will not download Yahoo.com fully. It connects to Yahoo and downloads about half the page and stops. Same thing with another website. We had a tech go out and he could connect and download fine using his laptop plugged into our router. Router settings are correct and the workstations download all other websites fine. No websites restrictions, no firewall.
Can you swap one of the PCs that don't work with one of the ones that do? Or do ALL of them at the facility not work? It sounds like it's not the PC, but something between the wall plate and the outside.

I actually imaged a new computer and sent it to them this week. The computer was accessing the two websites fine here. When it got to the facility, wouldn't download all the way.

Is there a specific reason why you're not using a point-to-point T1 back to your main location for your satellite offices?
My first impression is that the issue is in a firewall or router, as opposed to the workstations.
