How can I determine if a secret webcam has been sneaked into my monitor? As far as I know, I don't have one in my desktop flat screen, but I think nearly all laptops have one. If they are going to sneak it in there without my knowledge or consent, it is not likely that it would be conspicuously obvious.

You can't add a webcam inside a monitor remotely, nor can you add a webcam to someone's computer remotely, it is physical hardware.
