I realize that this can cause issues, but it's really nothing new. ISP's have been doing this for years.
I had a .RR account for a bunch of years as a Road Runner customer. When I left for FiOS I of course lost the account.
About 3 months after I closed my RR account, I was able to get the email back via my work RR account (FiOS wasn't available there, so we stuck with RR).

Can't say I'm surprised though...
I still see no issue with Microsoft nor Yahoo on reissuing abandoned email accounts. It is the responsibility of the account holder to make sure all of their banking info, Facebook, and whatever else is not still tied to that abandoned email account.
